Vincenzo's tip also works for me.

I disable tapping by default, but when waking from suspend, tapping was
always enabled, and scrolling disabled. Using the
DOUBLE_CONSOLE_SWITCH=true line works though. (Although the screen does
flash twice and it looks sort of ugly, but it's no longer a show
stopper.)
