I finally found a solution for this here:
https://help.ubuntu.com/community/Metacity

You run "gconftool /apps/metacity".  When the window opens, go to
General and turn off "compositing_manager".  That's it!

You won't get the nice drop-shadows around your window borders nor the
nice thumbnails, but that's what was making alt-tab so slow on my old
