Flash/Gnash is optional software available to those that require it. You can easily download gnash from the LiveCD. Since Gnash is in Universe, I highly doubt it will make it to Ubuntu by default.
Gnash is part of the Universe repository, and as such its packages are maintained by the community. I suggest working closely with the Gnash developers and asking for help from the Ubuntu developer community, so that the package can be proposed for main.
