After reading "ODE97: Creating Run-Time Applications for Microsoft Excel, Microsoft Word, or Microsoft PowerPoint" on http://support.microsoft.com/kb/163410/EN-US it really does sound like we can create a basic installer using ODE97 (after installing SR2 to get the newest file versions available) with:
