Public bug reported:

We use a proxy in the company. We don't provide internal name resolution
of external ip addresses except through the proxy. Therefore I cannot
use Dictionary inside the corporate network as I get an error - "Lookup
failed for host 'dict.org': Unknown error".  There are no preferences in
the application to enable proxies.
