paplay cannot open mp3 files, but you could e g try paplay /usr/share/sounds/ubuntu/stereo/desktop-login.ogg
As for the speaker-test (or rather alsa-plugins) problem, that sounds strange, but I know there has been some multiarch updates to that package lately. Maybe an update will help? As for the root cause, if paplay succeeds, chances are that you are helped by a patch I made this morning. I *think* Dolphin/phonon uses gstreamer internally, but not completely sure.
