Public bug reported:

Pressing the Alt key pops up an annoying dialog that makes it impossible
to use any alt-key combination such as menu items, buttons with
accelerators and custom key combinations (for example Ctrl-Alt-T for a
terminal).

The popup that shows up when I press alt should be fine if it waited for
Tab to be pressed (instead of just alt).
