I recently encountered this issue after a Win XP reinstall -- my SVG files were previously stored on drive letter H, now on drive letter F, breaking the absolute URIs. At least fixing it was a straightforward find/replace operation on the SVG tree (though just a little tedious, having to do it across several files).
