I found out how to reproduce this effect in a different way. 1: Open two instances of program A which has an icon in the Launcher 2: Open one instance of program B. Program B should have focus 3. Right-click the icon for Program A, and click the top selection with the program name.
Now one of the windows will be focused, but not the one that is on top.
