Thank you for taking the time to report this bug and helping to make Ubuntu better. However, I am closing it because the bug has been fixed in the latest development version of Ubuntu - Oneiric Ocelot.
The only way of making rt3070 chipset work in older releases would be to update the kernel, which is against the procedure of only pushing bug fixes and security updates for "stable" releases, as it would be classed as a new feature which might decrease stability of other chipsets which use that kernel module. Your best bet for being able to use that chipset in a stable release is to try installing Ubuntu 11.04 "Natty Narwhal". I do not believe it is possible to just copy and paste binary modules from release to release - you would have to update the whole kernel.
