Sorry about the confusion with the Bios: I was completely wrong. The issue was not with the Bios, it was with the AC adapter. I was using the travel AC Adapter, which is smaller and only provides enough power for 800-1600Mhz. After plugging the battery the processor scales to 2400Mhz: this is because the battery helps with the peak energy situations.
