there is a couple of windows that are too large for my 10'' screen, f.e. 
-the Preferences window in Nautilus
-Compiz config settings manager
-and certainly others too.
I used to work it around by decreasing the system font. and not everybody knows 
that you can move the window by Alt+Button 1. in windows XP, these windows move 
automatically up and down after you cross the half of the screen with the 
pointer.

in terms of this, windows is more desktop optimised... so how about a
similar solution or integrate scrollability?
