There may be some other problem which caused the dpkg run to stop, but
it is also possible that that was due to user request.

However in any case apt's handling of the resulting state is poor.  This
has been like this for some time and is unlikely to be fixed soon.

If the submitter's response to your questions suggests a bug in some
other program then a new task should be opened for that (`also affects
distribution ... Ubuntu ... some package' in Launchpad).
