@geser: Me too. If the same is true for others with this problem that
might explain the relatively rare occurance of this. Which package would
normally create /etc/timezone, and is it doing so on a fresh install but
not an upgrade?

[I think I've been doing a more-or-less rolling upgrade since 5.10...]
