Clarified the bug title: there is only one skype package now, the i386
one, which is the one that will be installed including on amd64 systems
(via multiarch).  This package needs to depend on (or recommend) sni-qt,
to pull in the 32-bit version of that plugin when installing on amd64.

This will be a no-op for i386 users, where sni-qt is already pulled in
by default as part of the ubuntu desktop.
