Public bug reported:

The global menu doesn’t work with ALT+<letter> shortcuts.

What I observe:
* Open nautilus → Panel shows application title
* Hold ALT → Panel shows menu with underlined shortcuts
* Press ALT+<letter> menu shortcut → Nothing happens

What I expect:
* The ALT+letter shortcut should open the corresponding menu

Interestingly, it works fine with Firefox, but not nautilus, gnome-
terminal, software-center, …
