Public bug reported:

On previous versions, the volume setting would be saved so that the
sound level on reboot was the same as when the computer was shut down.
This is not occurring for me in Oneiric.

Steps to reproduce:
1) Lower volume (I go to about 10% or so).
2) Shut down computer.
3) Restart.

On restart, the volume has been reset to the 'default' level (about
80%). It should restart at ~10% where it was when shut down.

Use case: Laptops or business computers. This behaviour can be very
disruptive in a public or office environment.

Volume settings are maintained on logout/login if the computer is not
rebooted. I have not tested this from 'suspend'.
