@Alexander Stability is taken into consideration (for example i doubt they will offer alpha or beta software). But the point here is to give users choice.
Like in every other OS, the user is used to choosing which version he wants / needs. He/she can either stay with what he has, update to the new, or un- install and revert back just in case. Right now the LTS has software that's almost 2 years old...
