Andrew, I'm not sure you're experiencing the same issue; I would say in fact that you have some unrelated kernel bug, since there's no excuse for it taking 2 minutes to settle the kernel event queue. Getting a dump of 'udevadm monitor -e' from this initramfs (which would need to be started *before* this point to capture the actual events) should be instructive. Could you please open a new bug report for this and link it back here?
