  1. Start Oneiric iso in KVM (eg using testdrive)
  2. Run software-center and select Edit - Software Sources
  3. In software sources dialog, enable universe sources, quit dialog by 
selecting "Close"

  This is inconsistent behavior and might be confusing for the user, since
  they already activated the universe sources. Moreover, in previous
  Ubuntu releases (I am running Maverick), software-center used to
  automatically update package list when sources changed.
