I had believed that particular bug refers to the sysvinit package, in any case it was still there in a BRAND NEW 10.04.3 install I did last week, and I don't recall installing anything out of the ordinary. I have seen many posts in the Ubuntu forums about people with "dirty" filesystems after a shutdown/reboot and this sort of problem will explain it.
