Public bug reported:

When performing an upgrade with 'do-release-upgrade', some settings in
'/etc/apt.conf' and '/etc/apt.conf.d/' are not honored. At the end of
the upgrade process, 'do-release-upgrade' offers to autoremove
automatically installed packages, that are no longer needed. However,
although I have 'APT::Get::Purge "true";' set in 'apt.conf', 'do-
release-upgrade' doesn't purge the packages, but only removes them.

This happens on the upgrade from Maverick to Natty and also all previous
upgrades.

** Affects: update-manager-core (Ubuntu)
     Importance: Undecided
         Status: New
