Actually got this doing a dist-upgrade, which upgrade postgresql-common and postgresql-client-common to 123~lucid.
Resolved by killing processes myself (sudo killall postgresql) doing another update and dist-upgrade which pulled down those packages at 124~lucid. Restarted normally.
