Hi. This isn't a bug, it's meant to behave like this, which is: - If you move it to the navigation toolbar, it is always hidden if there is a menubar. If you hide the menubar, then the button will be displayed if there is no bookmarks toolbar. If you show the bookmarks toolbar, it will move there instead (if the menubar is hidden too). - If you move it to the tab-bar, it displays regardless if there being a menu (if there is no bookmarks toolbar). If you show the bookmarks toolbar, then the button moves there instead if there is no menubar. If there is a menubar, showing the bookmarks toolbar hides the button. - If you move it to the bookmarks toolbar, it is displayed all the time.
Note, you can't hide the menubar in Unity though.
