I am now running Lubuntu Beta 2 with kernel 3.0.0-12-generic and at least for me the issue seems fixed. I didn't do any actual wattage measurements, but my time on battery went from ~6 hours to ~10 hours (where it was before this whole power problem started).
Since this problem seems to be very hardware specific, I am running a netbook with and Intel Atom N450 (CPU + IGP). No seperate videocard. This bug probably should be split up into multiple other bugs for the people still experiencing problems, with the split being based on hardware characteristics.
