Public bug reported:

this is a regression.
When there is only one minimized application left on the launcher, clicking 
does not restore the application.
How tho reproduce:
Open gnome-terminal by clicking on the launcher icon, do the same with firefox. 
Minimize gnome-terminal. Close firefox. The last application (gnome-terminal) 
gets  left and right arrows. Click on the gnome-terminal icon: nothing happens. 
To restore your gnome-terminal, you have to open another application, so that 
the right arrow vanishes on gnome-terminal. Now it is possible again to restore 
your gnome-terminal:
