Public bug reported:

Ran cdromupgrade from usb drive (going from 11.04 -> 11.10 with 64 bit
desktop DVD iso installed), error message appeared towards the end of
installation. Noticed network connection was out when trying to run dpkg
--configure -a (which apparently indicated that flashplugin-downloader
/flashplugin-installer didn't install). After restarting, everying
appeared to be ok and dpkg installed flash without issue.
