I see the same problem.

To get the sampling right for pulseaudio, I had to modify the default-
sampling-rate in daemon.conf in ~/.pulse and /etc/pulse to 96000.
Restarting pulseaudio fixed the problem when using arecord and aplay.
Skype seems to reset the sampling rate so that I still get the chipmunk
sounding voice after skype starts.

In addition, I find my specification of the  default-sampling-rate seems
to be ignored on ubuntu startup because I have to kill pulseaudio and
restart it so that  arecord and aplay do not record the chipmunk sound.

My guess is that this will happen with any USB microphone that does not
conform to the default pulseaudio sampling rate.
