I have just upgraded to oneiric which has kernel 3.0.0-12-generic. Initial tests with external speed test sites indicate that the problem remains. One site, speedtest.net, has problems with both wired and wireless. It is as if the networking stack is doing something that does not agree with whatever speedtest.net is doing during its test. Other sites are slower when using a wireless-N connection that when using a 100Mbps wired connection. When I have some more time, I'll prepare a table of my results.
I would like to run the internal speed test you suggested but my other machines are Windows machines.
