This bug still persists in Oneiric stable. I am able to repeat it almost every boot or login. Sometimes if I click the home folder and fullscreen first the panel will not appear until i close nautilus, open chrome maybe and try again. Or maybe go into expo mode and back again. This is a major usability bug and would like to please see it assigned urgently.
