Public bug reported:

Binary package hint: gnome-power-manager

If running the laptop on AC the suspend on idle works fine, however if
running on battery if will never suspend on idle.

IE: I set the "On Battery Power" to sleep when inactive for: 10min and the
display to the same value.
Then after 10min the display are put to sleep but not the computer, it will run
till it's out of battery.
