When you say Fedora does not have this bug, what exactly do you mean? a) Sending a SIGHUP to the GConf DBus service process does not reproduce this bug, or b) Upgrading a package that uses GConf does not reproduce this bug.
To verify it, can you do the following on your Fedora install: 1. Verify the installed version of GConf is recent enough that it is using DBus 2. Execute `killall -HUP gconfd-2` (or whatever the GConf DBus service executable is called) then wait a while - a few seconds or up to a few minutes, then see if this bug is triggered.
