Try:

1. Edit  /var/lib/locales/supported.d/local

      Add (or not):

      pt_BR UTF-8

2. Edit /etc/default/locale:

      Add (or change):

      LANG="pt_BR.UTF-8"

3. Execute:

     sudo locale-gen -purge

     and

     sudo dpkg-reconfigure locales

Restart... and done!

In my Desktop.. everything Ok!
