After upgrading to current 11.10 and upgrading BIOS to A12 I again enabled 
SpeedStep and there was no more problem for me.
Not sure if the fix was in ubuntu or in BIOS though.
Someone please try just the Ubuntu upgrade first, without upgrading the BIOS.

Latest BIOS can be downloaded from:
http://support.dell.com/support/downloads/driverslist.aspx?c=us&cs=19&l=en&s=dhs&ServiceTag=&SystemID=inspiron1012&os=BIOSA&osl=EN
(sadly it requires windows for flashing).
