Thanks for the thoughtful report. However, the problem isn't quite as it appears.
dpkg is decompressing the package archive, and then having a problem with dependencies (bug 869683). USC is failing to decompress the archive in the first place (bug 868188). It never gets as far as checking the dependencies -- as far as it can tell, the package is just unreadable. So USC can't be as verbose as dpkg, because it is experiencing a different and much simpler error.
