I agree that it does not look right if too many packages are about to be
uninstalled. For the time being you could try to upgrade the packages
that are held back as it says in:

0 upgraded, 0 newly installed, 0 to remove and 24 not upgraded.

You could just try

sudo apt-get upgrade

and if it shows you held back packages, try to install them one by one
with "sudo apt-get install ..."
