Still present in kernel 3.1.0-1-generic-pae Worse in network-manager than in Wicd, which is almost usable with this version. Wicd peformance seems to sometime get better, sometimes worse. I have just about given up on anyone fixing this, and hope no newer version of Ubuntu becomes incapable of running with the older 2.38.8-generic kernel my netbook requires to be usable in Oneiric or (as of now) precise. I do not want to have to either not keep the netbook on the same OS as my other machines, or use it only with an external USB wireless device, of which I have one that works but is used with one of the desktops. This goes double with all the usb modeswitching stuff now on the market.
