I'm experiencing this bug as well. I've posted some info in a bug report made before I discovered it here: https://bugs.launchpad.net/ubuntu/+bug/114659. I've marked my bug report as a duplicate of this bug.
I've experienced this bug 2 times out of the 3 times I've upgraded 6.10 to 7.04. I'll see if I can dig up a date on the upgrade that worked, it was circa 1-2 months ago as far as I recall.
