Public bug reported:

I am not very comfortable with the way pure-ftpd configs are parsed now.
It's mind boggling that every single settings of pure-ftpd are broke
down into their own config file in /etc/pure-ftpd/conf which results in
over 50 config files that need to be created/edited. I don't recall any
other packages on Ubuntu that are built this way.

 I'd like to propose that pure-ftpd config to be simplified and uses
only a single config file.
