I can confirm that this bug is present from lucid to oneiric releases on my HP-g62 a35er with bios F.0B. Once I tried updating bios from official HP site but built-in monitor was "dead" even with Windows 7. With external monitor I saw that fn and special keys worked but its not a solution to use it all the time. So I had to revert my changes with bios. If windows can work with bios F.0B I hope that there will be a person who can help me with updating ubuntu kernel to handle special keys even with this bios version.
