Are you sure you've got the latest updates (sudo apt-get update && sudo apt-get upgrade)?
As I mentioned before there does seem to be some inconsistency, but however on my machine it does still appear to be behaving as I described. Except "Apps Available for Download" no longer focuses it's title (at least today anyway :-\ ) I don't get how this issue can be so inconsistent across computers and sessions..
