Public bug reported:

The network manager says that wireless networking is off, and when I try to 
turn it on from the checkbox it doesn't turn on.
However, if I run "sudo ifconfig wlan0 up" and then "sudo iwlist wlan0 scan", 
it detects the access points around me (but stays off according to the network 
manager...).
