I can confirm that this bug was fixed in the oneiric-proposed version. TEST CASE: 1. Click the button in the bottom right of onboard 2. Click the wrench button to start Onboard Preferences. 3. Switch to the Window tab and set your desire Transparency percentage. There is a separate dial for transparency when inative.
