2.6.31 is a rather old kernel - predating Ubuntu 10.04 LTS. Using the
2.6.31 kernel with the Ubuntu 11.10 userspace, you get the splash screen
with no problems?
How does the splash screen look? From the details in your bug report, it
looks like it should be a text-only splash screen (because your /proc/fb is
empty).
The lspci info shows:

Despite this showing an 'nvidiafb' association, no framebuffer driver
appears to be loaded when you use 2.6.31.

Especially since you say this happens even in rescue mode, it seems likely
that this is an incompatibility between your video card and the nouveau
driver used by default in newer kernels. I'll reassign this bug to the
kernel package.
You could test whether booting without nouveau works by adding a 'blacklist
nouveau' line to /etc/modprobe.d/blacklist-framebuffer.conf.
