I find that I can get this more reliably to occur or not occur by varying how long I wait before releasing alt+tab while switching workspaces. If I'm super fast, the window in my target workspace seems to rather reliably gain and retain focus while if I wait for the launcher to fully disappear I can perhaps guarantee the window will not have focus.
