Well, you do not need to reinstall a complete OS just because a single program is not working. Maybe try to reinstall Document Viewer. If the problem persists, we'll look at it.
You in the description mentioned that you can't use your touchpad to scroll through pages so you use mouse. Does it work with the mouse? Until the issue is resolved you can try other PDF readers available in the Software Center.
