If disabling DynamicTwinView didn't work for your nvidia system, try setting 
this in CCSM:
  Detect Refresh Rate = OFF
  Refresh Rate = the real refresh rate of your monitor, maybe even higher.
If that still doesn't work then you are not experiencing bug 92599. But read 
on...

In CCSM again, go to the Workarounds section and enable:
    Force full screen redraws (buffer swap) on repaint.
If that solves your problems then you're probably experiencing tearing, not 
stuttering or a low frame rate, so you actually have bug 880707.

Finally, please confirm you are experiencing stuttering, and _not_
tearing. If you're unsure about the difference please log a new bug with
a video. Link to the new bug from one of the existing bugs like this one
so myself and other people see it. Don't worry too much about the title
of the bug. A nice clear video should allow us to accurately classify
the bug and not accidentally merge it with unrelated bugs.
