Public bug reported:

i encounter this problem over many releases with varying frequency. i file it 
finally after recent occurrence, but i believe it is *not* caused by pulseaudio 
in general, as seems to be the case this time.
the issue started with pulseaudio --start --log-target=syslog occupying 82% of 
the cpu and nearly frozen firefox, which was repaired by killing the firefox 
task. however, afterwards the 100% cpu use remained for at least a few minutes.
attached is a screen grab, however due to actual screen grab activity there was 
a rise from ca. 12% *indicated* to ca. 56% *indicated*.
after *years* of on/off struggle with the problem it would be good to finally 
have it solved. thanks.
