I've rounded this problem by installing gmrun and binded alt+f2 for gmrun. But it does not remove the fact that if I have terminal focused and I press "windows + r", launcher will be unfocused and behind terminal. If I first click wallpaper and then use the shortcut "windows + r", it will bring launcher on foreground but still it's not focused.
