I have not been able to reproduce it. It has happened with gedit and libre office writer if that helps. I expected it to be accessible from the taskbar and have min/max/close buttons. If I clicked the icon it simply brought up a new instance (except for gedit: it opened a new tab) that behaved normal. The program was not listed on alt-tab nor was it accessible by switching workspaces.
